Roof painting is a subset of restoration β€” it's the final stage. If your roof needs painting but the ridge caps are crumbling, tiles are cracked and valleys are deteriorating, painting alone is a cosmetic fix that won't address the underlying problems. In that case, the honest recommendation is a full restoration β€” clean, repair, re-bed and repoint, then coat. If your roof is structurally sound and the ridge pointing is recent, a premium paint-only job may be all that's needed.
